Planar Reflections have noticeable gaps in the reflection of the exponential height fog for the scene that will flicker as the camera moves.

Tested in:
Broken: 4.13.1 Binary CL-3142249
Broken: 4.14 P1 CL-3167010
Broken: 4.15 Dev-Framework CL- 3178020
1. Create a Project with Planar Reflections enabled
2. Add a Planar Reflection to the scene and scale it to be slightly larger for a larger surface.
3. Add a single plane mesh and scale to the approximate size of the planar reflection.
4. Add a reflective material to the plane mesh and in the material enable Planar Reflections for Mobile.
5. Add an Exponential Height Fog to the scene and change the color (changing the color just makes it easier to see the issue). All other settings are left to default.
6. deploy to iOS Device.
Results: The exponential height fog has a distinct pattern when reflected in the planar reflection around the scene. There are large gaps with it around the horizon line that can flicker on device. Error does not display in the Editor under High End Preview.
