When an animation is skipping frames, interpolation will not occur if the Max Evaluation Rate is set to the same number as the number of frames being skipped (or 1 frame higher). The Eval Rate will need to be set to a minimum of Skipped Frames + 2 for interpolation to occur.
RESULT
The skeletal mesh will animation and skip 20 frames, but no interpolation occurs. If you set Max Eval Rate for Interpolation to 22, interpolation will occur
