Minimized Sequencer window doesn't regain focus when opening a sequence

Minimized or background Sequencer window doesn't regain focus when opening a sequence.

1. Open a project
2. Create two sequences and a material
3. Open the first sequence
4. Minimize the window
5. Double Click on sequence #2

Result: Nothing
Expected: Brings sequencer window back up

1. Manually bring the sequencer window back (from windows taskbar)
2. Open the material you created
3. Move the window over top of the sequence editor
4. Open the first sequence from the content browser

Result: Sequence remains behind material editor
Expected: Sequence editor comes to front
