Gameplay Debugger is assigned to apostrophe by default. (Project Settings>Gameplay Debugger)
While Japanese keyboards can enter the char by Shift+7 key combination, this key combination does not recognized as apostrophe by the editor. So without first remapping to another key, Japanese users can't access the function.
Probably it's better to have an extra binding like console for Japanese users. (see [Link Removed])
