Auto-Play doesn't work when keying actors in a sub-level using Initially Loaded and Visible (Packaged Game Only)

In the attached project, the only item in the persistent level is the Sequence Actor

This could be a result of the order the engine chooses to handle the actions of Initially Loaded/Visible and Auto-Play sequences. It's as if it tries to play the persistent level sequence before sub-levels are loaded.

Steps to Reproduce
  1. Open the attached project
  2. Open the level browser
  3. Select the sub-level and open it's properties (icon next to the levels dropdown)
  4. Right Click the sub-level and ensure the Streaming method is "Blueprints"
  5. Ensure that Initially Loaded and Initially Visible are enabled
  6. Select the Level Sequence Actor in the Main Level
  7. In the details panel, ensure that Auto-play is enabled and that it loops indefinitely
  8. PIE. Result: Actors appear and disappear as the sequence plays
  9. Package for 64 bit Windows
  10. Open the packaged game

Result: Actors do not appear/disappear as the sequence plays
Expected: Actors behave the same as in PIE
