Retainer box appears to stop tool tips from showing up for it children

1. Open the editor
2. Create a new widget blueprint
3. Add a button to the designer tab
4. Add a tool tip for the button via the details panel
5. Right click the button > wrap with > Retainer box
6. Save and compile
7. Open level blueprint
8. Add the widget blueprint to the viewport
9. Play in editor
10. Hover over the button
11. Notice that the tool tip does not appear

Expected: The tool tip for the child of a retainer box would show up as it does with other panel widgets
Result: The tool tip for the child of a retainer box does not appear
