TimeRemaining doesn't work when animation has a negative play rate

Steps to Reproduce
  1. Create a Third Person template project
  2. PIE and jump (space bar)
  3. Open the ThirdPersonJump_Start animation sequence
  4. Set the Play Rate to -1
  5. PIE and jump

Result: Time Remaining stays at 0 and JumpStart state is skipped
Expected: Time Remaining adjusts for negative play rates
