"Update Rate Optimization" causes changes to root motion behavior
Result: Red Character (URO enabled) seems to move along faster than the Green Character (URO disabled). Animation also seems to be out of sync
Expected: URO skips frames as needed, but the overall play rate is expected to stay the same
