Enabling "Show Only Modified Properties" causes details panel menu to disappear

Enabling "Show Only Modified Properties" causes details panel menu to disappear. Only occurs on actors/components with no modified properties.

Broken: 3299760 (4.15.0)

1. Create a Third Person template project
2. Open the Character BP
3. Select the FollowCamera component
4. In the details panel, select the view options dropdown (eyeball)
5. Select "Show Only Modified Properties"

Result: Everything disappears, including the search bar and options menu to disable "Show Only Modified Properties". Must select another component that does have modified properties for the menu to reappear
Expected: Search Bar, Property Matrix, and View Menu stay visible. In 4.14 there are a lot of unmodified properties that stay visible as well (transform, etc)
