Always Show Scrollbar does not appear to work when there are not enough items in a scroll box to cause scrolling

If the scroll box does not have enough items to cause scrolling, the scroll bar does not show up

1. Download attached project
2. Open project
3. Play in editor
4. Notice there is no scroll bar

Expected: The scroll bar would be shown at all times when "Always Show Scrollbar" is checked to true
Result: If the scroll box does not have enough items to cause scrolling, the scroll bar does not show up
