Tooltips spawn below content widget of a menu anchor within a menu anchor

Tool tips will appear under the content of two nested menu anchors. This occurs because of the 'Should Defer Painting After Window Content' option, enabled by default. The second defer will cause content to be nested on top of the tooltip presenter.

This can happen because the popup containing the STooltipPresenter is within the same SOverlay as the canvas in which content is drawn.

1. Create a widget with a menu anchor, another with some content and another menu anchor, and a third with just dummy content
2. Set the first menu anchor's content to the second widget, the second's content to the third widget
3. Set a tool tip on your dummy content widget
4. Open both menu anchors via blueprint
5. Note that tooltips will appear above the first menu anchor's content but below the second.
