QAGame has abnormal bloom on Android

The reflections off the floor of QA-Decals are really high - it is much higher than what it looks like on Windows.

This is a Regression

1. Install QAGame package from Root/Build/UE4/Manual_Build/MobileCompatBuilds/MobileCompat_3402086/QA-Decals onto an Android device
2. Enter Console Command Open QA-Decals
   • Tap 4 fingers on the screen at once

Result: The bloom is abnormally high

Expected Result: QAGame closely resembles Windows build.
