Description

While testing GPU - ContentExamples - Lighting - Nvidia gtx 770 in the 4.16 GPU Compat Pass, I noticed a strange effect on lights while the player is in motion.

I've had multiple people attempt to repro this issue on other GPUs, but it only appears to affect the GTX 770 so far.

This is not a regression.
This issue also occurs in 4.15

Attempted to capture screenshot / Gif of this effect, but could not get a decent quality result.

Steps to Reproduce
  1. Get Content Examples file from \\epicgames.net\root\Builds\UE4\Manual_Build\QA\UE4_Release-4.16\GPU Compat\3405309
  2. Open ContentExamples> WindowsNoEditor> ContentExamples.exe
  3. Press ~ and type "Open Lighting"
  4. Navigate to Example 5.4 (Issue occurs with all lighting but most easily seen at 5.4)
  5. Look at the Example as you strafe left and right

Result:
A "bubble" effect appears on the side of the lights in the direction you are moving.
Expected Result:
Lights look the same when you are in motion / standing still.
