Cannot Scroll down to events with advanced options expanded

When using UMG and enabling advanced options then deselecting and reselecting the asset can cause issues with the scrollbar length and cause some options to be initially cut off. The scrollbar then adjusts to the expected size. The issue is caused with the initial reselection of the asset. This issue is best reproduced when the details panel is on the left-hand side.

1. Create a new Blank BP project (no starter content needed)
2. Right click in the Content Browser and select User Interface > Widget Blueprint
3. Double click the newly created Widget Blueprint to open
4. From the Palette section drag a Button widget into the Designer graph
5. Click on the Graph button on the top right to open the Event Graph
6. Click on the Button under Variables and in the detail panels expand the Variable section so that the Details panel gets a scroll bar
   • If expanding the Variable section doesn't produce a scrollbar resize the detail window to be smaller
7. Scroll to the bottom of the details panel (You should see the Events section)
8. Click anywhere in the event graph

Result: Notice that even though the Events section is expanded, the section is empty and the scroll bar cannot be scrolled and further down
Expected Result: The Events graph info can still be seen or scrolled to
Workaround: Scroll the bar up then down and the Events section will be visible again
