Inconsistency when dragging a sequence into a Master Sequence
Result: A spawnable Sequence actor is created
Expected: In each case, a shot track is created or it is added to the existing shot track when dragged into blank space in the sequence. If it is dragged onto a sub-sequence track, then it should be added to that track
