Description

Android.NewKeyboard cvar doesn't behave as documented.

Steps to Reproduce

Here is how to test (this is what it SHOULD do):

1) create project with textfield and make sure the "Enable improved virtual keyboard" checkbox is off
2) launch project on Android
3) use console to set "Android.NewKeyboard 1", tap on textfield and confirm you don't get the dialog keyboard input
4) use console to set "Android.NewKeyboard 2", tap on textfield and confirm you do get the dialog keyboard input
5) use console to set "Android.NewKeyboard 0", tap on textfield and confirm you do get the dialog keyboard input
6) turn on the "Enable improved virtual keyboard" checkbox is on and relaunch
7) rerun the steps 3-5, but this time step 5 should not show the dialog.
