Spot lights do not cast shadows correctly in forward rendering when dynamic

Doesn't occur for point lights only spot lights

1. Open a blank project
2. Open the project settings, search for an enable forward rendering
3. Restart the editor
4. Open a new blank level
5. Add a floor
6. Add another box ontop of the floor
7. Add a spot light and shine it onto the box
8. Move the camera into the shadow region
   Result
   Notice no shadows render correctly and small black spot appears
