Description

THere is an issue where the refresh rate of a windowed packaged game does not match the refresh rate of a monitor correctly, this results in stuttering. This issue does not occur in the editor (PIE) or in any packaged version in fullscreen mode. This appears to be an issue with the refresh rate of the game versus the monitor, as using the vSync option resolves the issue. This issue is not marked as a regression.

4.15.3 - CL: 3450819
4.16.3 - CL: 3561208
4.17.1 - CL: 3586342

Issue occurs in all versions tested

Steps to Reproduce
  1. Create a new project with starter content (No template needed)
  2. Create a new landscape > apply a grass material
  3. Add several large cubes to the landscape (as they are the easiest to see the stutter on)
  4. PIE and use the stat FPS command (expected behavior)
  5. Save the map and name it Test_Map
  6. In the project settings set the default maps to Test_Map
  7. Package the project for Win64
  8. Run the package build and use the console command stat FPS (it should be using the smooth frame rate cap)
  9. Move around the level
    Result: The render stutters
    Expected: The render does not stutter
