Unable to select SimplePivotPainterExampleMat Instance's parameter settings if Param button is disabled

When going through the engine content you are unable to select SimplePivotPainterExampleMat Instance's parameter settings if Param button is disabled. If the button is enabled the settings appeared to work as expected. This issue is a regression.

Versions tested:
4.15.3 - CL: 3450819 - Issue does not occur
4.16.3 - CL: 3561208 - Issue occurs
4.17.1 - CL: 3586342 - Issue Occurs

1. Create a new project (No template are starter content needed)
2. In the content brower's view options check the box for "Show Engine content"
3. In Engine Content Navigate to Functions > Engine_MaterialFunctions02 > ExampleContent > PivotPainter2 > SimplePivotPainterExampleMat
4. Open the material Instance (the darker green) SimplePivotPainterExampleMat
5. In the details panel click the settings for Wind Setting 1
   Result: The Settings do not open
   Expected result: The settings open and are able to change.
