Description

Packaging for Android with Shared Material Native Libraries (and Share Material Shader Code as it is required to enable the other setting) results in failure from AutomationTool.

This did not occur in 4.16.3-3561208+++UE4+Release-4.16

Steps to Reproduce
  1. Create a new project.
  2. Enable "Share Material Shader Code" ( needed for the next setting) and "Shared Material Native Libraries".
  3. Restart the editor to apply the changes as prompted.
  4. Package the project for the Android ETC_1. (also tested on ETC_2)
    Result: The packaging process fails.
    Expected: The packaging process succeeds.
