Hidden widgets can still be clicked and moved in the designer tab (at design time)

Widgets who's visibility has been set to false in the editor can still be clicked/dragged in the designer tab.

1. Open the editor
2. Create a new widget blueprint
3. Drag an image into the designer tab
4. Resize it so that it will be easy to click while hidden
5. Click the eye icon to hide the image
6. Click and drag where the image is hidden
7. Click the eye icon again to unhide the image

Result: The widget has been moved
Expected: Hidden widgets would not be able to be clicked/dragged
