Description

When you are using a Custom Widget, changing the cursor setting does not change cursor during PIE or packaged games. only changing the cursor options in the original widget fixes the issue. This issue does appear to be a regression.

Versions Tested: This issue occurs in all versions tested
4.17.2 - CL: 3658906
4.18.1 - CL: 3754814
4.19.0 - CL: 3650786

Steps to Reproduce
  1. Create a new project (no template or starter content needed)
  2. Create a new widget > name it CustomWidget > Open CustomWidget
  3. Delete the canvas panel > Add a border > Save and close the blueprint
  4. Create a new Widget > name it CursorWidget > Open CursorWidget
  5. Add CustomWidget to the designer
  6. In the details panel for the Custom Widget > under interaction check the "is focusable" box
  7. In the details panel for the Custom Widget > under behavior check the box for cursor and set the option to "hand"
  8. In the level blueprint create and add CursorWidget to the viewport
  9. PIE and move the cursor over the Widget
    Result: The cursor does not change to a hand
    Expected Result: The cursor changes to a hand
