Reimporting an FBX file via the import button does not make the import options appear

Reimporting an FBX file via the import button does not make the import options appear. Instead of allowing the FBX to reimport with new options, the FBX just re-imports. This issue is a regression.

4.16.3 - CL: 3561208 - Issue does not occur
4.17.2 - CL: 3658906 - Issue occurs
4.18.1 - CL: 3754814 - Issue occurs

1. Create a new project (no template or starter content needed)
2. Import the fbx provided using the import button
3. in the import options window press the "import" button
4. Import the fbx provided using the import button
5. In the dialogue window that appears click the "yes" button
   Result: The FBX reimports with without the import option window
   Expected result: The FBX import option window appears before reimporting
