Animation Notifies Do Not Move Past the Center of Timeline On a High DPI Display

Notify will not move past the center of the notify bar when on a High DPI display

-currently syncing to main will update regarding weather this occurs in newest engine version

1. Create a Third Person template project
2. Open any animation
3. Right click < Add notify < New Notify < Name Notify
4. Try and drag notify to the right past the center of the notify bar
5. See notify cannot be moved past the center of the notify bar

Expected: Can move notify anywhere on the notify bar

Results: Can not move notify past the center of the notify bar
