Import options do not correspond to actual measurements with CAD imports

A Datasmith user has reported that the values for the import settings for CAD do not correspond to actual sizes.

1. Download the attached asset
2. Create a new / open an existing Datasmith project
3. Select "Import CAD"
4. Import the attached asset
5. When selecting the Import settings, set the values to some absurd values, such as 15 Chord Tolerance, 550 Max Edge Length, and 40 Normal Tolerance
6. Finish importing the asset
7. Open the imported assets
   Result: The verts and polys have decreased but the holes in the model, which should be removed due to the above import settings, are still present
   Expected: Due to the large values above, the holes in the asset are no longer present, dramatically reducing the vert/poly count.
