There isn't replication support built-in for a number of properties in many of our components, this being one example. If a game wants to change MaxWalkSpeed in a network-friendly way, they need to add their own networking for it.
Client stutters when changing MaxWalkSpeed.
Did not occur in 4.18
1. Set Gamemode to one containing a Character with CharacterMovementComponent (ThirdPerson example project used)
2. Set MaxWalkSpeed on Server (see attached image)
3. In PIE dropdown, set number of players to 2
4. Play in Editor, swap to Client, Observe stuttering
