Can't navigate in Viewport or use Hotkeys when launching UE4 with a Russian keyboard layout on Linux

When using a Russian keyboard layout and/or a Russian keyboard, you can't use any hotkeys or navigate around the Editor. After testing this with a German keyboard as well, it is believed this issue would come up with any non-QWERTY-like keyboard.

1. From the Settings window, change the Input Source to Russian in Linux
2. Open the 4.19 UE4Editor and load any project
3. Try to enter hotkeys or navigate in the Viewport

Results: Hotkeys don't work and can't move around the Viewport

Expected: Able to use hotkeys and navigate around the Editor
