Make Timespan Node: Milliseconds to Seconds Conversion

Make Timespan node returns unexpected conversion from milliseconds.

With all other values 0 - values in the Milliseconds field over 2147 flip to negative and begin to decrement

1. Create a debug setup for Make Timespan. (Image attached, Pasteable BP Nodes clipboard attached (4.19))
2. Optional: Verify that entering 65 seconds results in output 1 Minutes 5 Seconds
3. Enter 65000 Milliseconds

Expected: 1 Second 5000 Milliseconds output
Result: 575 Milliseconds output
