DataTable Vertical offset when using Windows scaling above 100%

If the windows scaling is set above 100% the rows in a data table will become misaligned as more members are added to the data table.

Regression: Yes

Did not occur in 4.17 - 3658906
Does occur in 4.18 - 3832480 and beyond

1. Open the editor
2. Create a new struct
3. Create a new data table based on the struct
4. Add 20 members
5. Set windows scaling to 125%

Result: The rows become misaligned vertically as more members are added (image attached for reference)
Expected: The rows would remain aligned
