Exposure Metering Mode "Auto Exposure Basic" Disables Histogram Min/Max Control

Auto Exposure Basic disables histogram min/max controls.

Working as expected in 4.19 CL# 4033788 and 4.20 CL# 4369336

Found in 4.21 Preview 1 CL# 4435822 and 4.22 CL# 4448303

This is a regression

1. Open the Editor
2. Add a post process volume and set it unbound
3. Change the Exposure Metering Mode to "Auto Exposure Basic"
4. Go to Show > Visualize > HDR (Eye Adaptation) Histogram
5. Change the Min/Max Brightness in the post process volume exposure controls

Results:
The Histogram Min/Max (and/or EV100) affect the visualizer but are disabled unless using Auto Exposure Histogram for Metering Mode

Expected:
Histogram Min/Max should be editable using Auto Exposure Basic
