Disabling "Include Debug Files" for a Windows Distribution build does not exclude the debug files

The "Include Debug Files" option being disabled is not taken into account for "For Distribution" builds. The debug files are included no matter what this is set to.

This did not occur in 4.19

1. Create a project
2. In Project Settings > Packaging, enable For Distribution and ensure that Include Debug Files is disabled
3. Package the project for Windows 64-bit
4. Navigate to the packaged project's directory
   Result: Debug files are included, this can be seen by the DebugFiles manifest and the PDB file in the Engine/Binaries/Win64 folder
   Expected: No debug files are present
