When attempting to set an optimization viewmode while using a Preview Rendering Level other than Shader Model 5, the Optimization Viewmodes dropdown is missing all of its options and instead displays a small, empty dropdown. The editor will retain an optimization viewmode selected by the user from SM5 when the user switches to a different preview rendering level, but there's no way to select other optimization viewmodes without switching back to SM5.
Optimization Viewmodes that are supported by the current preview rendering level should be displayed in the dropdown menu that pops out to the right. If no optimization viewmodes are supported by the current preview rendering level, the Optimization Viewmodes option should be greyed out with no dropdown arrow or removed entirely from the list of View Mode options.
This issue does NOT occur in 4.21.2 (CL #4899592) as all optimization viewmode options are present in the dropdown regardless of the preview rendering level, so this issue is a regression..

Actual Result
The Optimization Viewmodes dropdown is empty and a small dropdown window pops out to the right with no options.
