Packaged Game Crashes When Launched with the -dx12 for Ray Tracing Features and PixelStreaming enabled

Description

Packaged game crashes when launched with the -dx12 option and PixelStreaming is enabled.

Found in 4.22 CL# 5660361 and 4.23 CL# 5704223

Steps to Reproduce
  1. Open the Editor
  2. Enable the PixelStreaming plugin and Ray Tracing
  3. Restart the Editor
  4. Package the project for Windows 64
  5. Open the packaged project with -dx12

Results:
The following error will appear "Assertion failed: Result == NC_ENC_SUCCESS Unable to open NvEnc encoding session (status: 2)"

Expected:
No Crash would occur
