Cannot set binding for the tool tip of the root of the widget hierarchy

The root of the widget hierarchy does not appear to accept bindings for its tooltip setting.

Video provided demonstrates the issue.

1. Open the editor
2. Create a new widget blueprint
3. Select the root of the hierarchy (This will have the same name as the widget blueprint)
4. Create a binding for the tooltip of the root (Details panel > Behavior > click the drop down to expand the behavior section > tool tip widget > Bind)
5. Open the designer tab back up
6. Select the root of the hierarchy once more

Result: The binding will not be set
Expected: A binding would have been created for the tooltip option of the root of the hierarchy
