Editor freezes on RTX laptop in DX12 mode

Description

Editor is freezing on RTX laptops with ray tracing

Does not occur in dx12 without ray tracing
Does not occur on a desktop PC with a 2080

I have not managed to freeze the editor after performing the workaround described on the forums (minimize editor then disable intel graphics in the device manager and resume work)

Steps to Reproduce
  1. Start the editor with -dx12
  2. Click any viewport menu (i.e try changing the view mode from Lit to something else)
  3. Hover with the mouse around the menu for a few seconds

Result: Editor eventually freezes
