Is this a regression? Yes, this is not reproduced in 4.22 version
When rendered movie have Play rate track, it should show same result for PIE and rendered movie. But play rate below 1.0 seems not rendered properly.
1) Create a new sequence which have simple actor moving.
2) Add Play Rate track and make the play rate varies from 0.1 to 10
3) Play in editor
4) Run Render movie to video in sequencer menu.
5) Make simple avi with default settings.
6) Play avi file to see play rate goes same with 3)
Expected: Play rate is same
Result: Play rate under 1.0 seems set to 1.0 and above it seems applied correctly.
