4.24 platform extension isn't properly pulling the device profile data from the engine. Or at least, it isn't populating it in the Device Profiles editor windows.

There should be a cvar here like there was in 4.23:

When I set values and save them I notice they are saved to the project successfully at: e:\Unreal Projects\Release\HTML5_Tester_BP\Config\DefaultDeviceProfiles.ini

Interestingly, however I notice that I do not have a Platforms\HTML5 directory in my project directory, even though I do for other Platform Extensions (such as PS4 and Stadia).

Steps to Reproduce
  1. Sync down 4.24 using Perforce with HTML5 and compile the editor
  2. Launch the editor and open Window > Developer Tools > Device Profiles
  3. Find HTML5 and open it for edit (cvars)

RESULT: HTML shows as type "Windows" and contains no cvars
EXPECTED: HTML should pull data from its BaseHTMLDeviceProfiles.ini in the platform extension and set type to "HTML5" and should have +CVars=r.RefractionQuality=1
