When you delete clothing data on a skeletal mesh before removing it you cannot apply new clothing data. The engine still thinks that there is clothing data is applied. I tested using the Paragon: TwinBlast action hero asset.

Reproduced in 4.25 Main CL#109285306
1. Import a skeletal mesh that has a section that can be used for cloth simulation.
2. Make sure that it has clothing data applied.
3. Delete the the clothing data that is currently applied.
4. Try to create new clothing data on the same section of the skeletal mesh.
Result: When right clicking the section of the skeletal mesh it is still thinks clothing data is applied.
Expected: When right clicking the section of the skeletal mesh new clothing data can be applied or created.
