It behaved properly in 4.24.3.
1. Create NiagaraSystem, NiagaraParameterCollection, NiagaraParameterCollectionInstance.
2. Use Niagara Parameter Collection in Niagara System.
3. Specify NiagaraParameterCollectionInstance in ParameterCollectionOverrides.
4. Changing the parameter of NiagaraParameterCollectionInstance is not reflected.
