Description

When previewing an object, manually changing the rotation using the Lighting Rig Rotation rotates Environment Map and Directional Light in opposite directions. This bug makes it difficult to do lookdev or lighting evaluation properly as the environment map and directional light are never aligned properly.

Requested enhancement: Add an offset rotation for the Environment map rotation so that it can quickly and easily be aligned with the directional light in the Preview Scene Settings (i.e, not all environment maps have the hot spot or sun in the same relative location)

Reported and tested in version 4.25.3 (CL-13942748) and version 4.24.3 (CL-11590370). 

Steps to Reproduce
  1. Create new project with starter content.
  2. Open mesh editor for shape_sphere (or any mesh).
  3. Open Preview Scene Settings.
  4. Check box for Rotate Sky and Directional.
  5. Environment map and Directional Light move together.
  6. Uncheck box for Rotate Sky and Directional. 
  7. Manually increase Lighting Rig Rotation. 
  8. Environment map and Directional Light move opposite of each other.

Results: The Environment map and directional light rotate in opposite directions. 

Expected: The Environment map and the directional light should rotate in the same direction when changing "lighting rig rotation" So that the hot spot in the map (e.g sun) stays aligned with the directional light when the rig is rotated.
