Description

Ray tracing translucency samples per pixel settings have no visible effect. 

Reported and tested in version 4.25.3(CL 13942748). Tested and found in versions 4.25.3 and 4.26.0 Preview 2(CL 14419252). 

Steps to Reproduce
  1.  Create a basic translucent/glass material
  2.  Apply it to a mesh in the scene.
  3.  Add a Rect Light.
  4.  Add a post process volume.
  5.  In it's Properties, change Translucency mode to Ray Tracing, increase Ray Tracing Translucency Samples Per Pixel to 64, and change Shadows to Area Shadows. 
     

Result: Ray Tracing Translucency still very noisy.

Expected: Ray Tracing Translucency not as noisy.
