Synced BB keys doesn't work

It seems there's a bug that in some circumstances AI's BlackboardComponent doesn't get registered for synced keys updates.

After a short investigation it turns out that some code got stomped and BB components never get registered for key syncing making a marketed 4.7 AI feature ultimately broken :/
