Mesh Decals don't work with HISM of non-nanite meshes

Description

The HISM on the right has 4 instances light the ISM on the left, but only one instance works with the mesh decal material.

Steps to Reproduce
  1. Open level: World'/Game/Prototypes/Developers/ScottC/TestCases/PerInstanceRandom/HISM_MeshDecal.HISM_MeshDecal'
  2. Change to Unlit
