Box Reflection Capture is placed with a different default scale value when placed from the Quick Add Menu

Box Reflection Capture scale is set to 1.0, 1.0, 1.0 instead of 1,000.0, 1000.0, 400.0 when placed from the Quick Add Menu versus other placement methods.

1. Create or open any project
2. Select the Quick Add Menu > Visual Effects > Box Reflection Capture
3. Observe the Box Reflection Captures scale is 1.0, 1.0, 1.0

Expected Results:
The Box Reflection Capture placed via the Quick Add Menu is placed with the same scale as other placement methods. A scale of 1000.0, 1000.0, 400.0.

Actual Results:
The Box Reflection Capture is placed at a scale of 1.0, 1.0, 1.0 where as other placement methods place at a different scale.

Post Reproduction steps:

1. In the editor Right-click then select Place Actor > Recently Placed Actor
2. Observe the newly placed Box Reflection Capture's scale is 1000.0, 1000.0, 400.0
