Steps to Reproduce
  1. Download repro project linked in the comment field.
  2. Run following commandlet to delete HLODs
    "path to editor" "path to uproject" -BaseDir="path to engine dir" /Game/PL_TestMap16_HLODTestMerge_WP_Solo -run=WorldPartitionBuilderCommandlet -Builder=WorldPartitionHLODsBuilder -DeleteHLODs -AllowCommandletRendering
    
  3. Run UnrealInsights
  4. Run Following commandlet to build HLODs
    "path to editor" "path to uproject" -BaseDir="path to engine dir" /Game/PL_TestMap16_HLODTestMerge_WP_Solo -run=WorldPartitionBuilderCommandlet -Builder=WorldPartitionHLODsBuilder -SetupHLODs -BuildHLODs -AllowCommandletRendering -trace=default,memory,log
    
  5. See MemoryInsights trace

Result:

Generated HLOD meshes stays in memory all the time (see attached image)
