It looks like the skylight is not updating the CPU side SH values when Real Time Capture is enabled, and thus old/empty values are sent to the fog.
1. Download the Licensee repo from the link, open: https://udn.unrealengine.com/s/contentdocument/0694z00000Vwui8AAB
2. Observe the dark shadow and dark brown color of the fog
3. Disable Real Time Capture on the skylight. Observe the blue color of the fog and the ambiently lit shadow.
4. Disable Real Time Capture on the skylight. Observe the fog remains unchanged.
5. Save and reopen level. Observe the fog has reverted to its brown state.
