The flicker is visible in Epic scalability as well, it is just smaller on screen because the fog voxels are smaller (r.VolumetricFog.GridPixelSize).
1. Download the licensee repo and open. https://udn.unrealengine.com/s/contentdocument/069QP000001A9HaYAK
2. Open the map /Content/BugFogFlicker/BugFogFlicker.umap
3. Set scalability to High
4. Align the bottom of the viewport with the bottom of the screen.
5. Observe the increase in flickering.
6. Repeat steps 4, 5 with the right edge of the viewport and right edge of the fog.
