We use the hierarchy bias to override actions within subsequences. We can do that for transforms and control rigs, but the visibility track doesn't seem to obey the same rules. Attached is a video of what happens. Ideally the top level settings on that asset would be full control if the subsequence is set to a negative hierarchy bias value.
Steps to Reproduce
Create a Level and two Level Sequences.
Drop a cube in the Level. Open one Level Sequence and bring the other one in as a sub sequence.
Double click into the sub sequence and drag the cube into sequencer.
Key the visibility from on to off half way through the timeline.
Pop back to the top level Level Sequence and right click the subsequence clip and set the hierarchy bias to -10.
Drag the cube into the top level Level Sequence and bring in the visibility track and key it on for the whole time.
You'll notice the keys from inside the sub sequence still take control and the top level doesn't full override.
