Getting Fullscreen or Windowed Resolutions doesn't fully execute on Linux

Description

When using "Get Supported Fullscreen Resolutions" on UE when built with Vulkan, no values are printed out. This is an issue with any platform that builds UE with -vulkan, not just Linux. 

In Engine/Source/Runtime/VulkanRHI/Private/VulkanRHI.cpp, the function RHIGetAvailableResolutions() is stubbed. Implementing this fixes the issue. RHIGetSupportedResolution() in the same location is also stubbed. VK_KHR_display should be able to handle this in a platform-generic way, otherwise we'll need to split the task per platform.

This was reported and tested on 4.23.1 (CL-9631420). This was reproduced on 4.22.3 (CL-7053642), 4.24 (CL-9850156), and Main 4.25 (CL-9848873). 

Steps to Reproduce
  1. Open the UE5 Editor and create a Blank template project
  2. Open the level blueprint like so:

  3. Recreate the blueprint in the image below or copy the block of text at the bottom of this field and paste it into the blueprint viewport
  4. Save the Blueprint and Map
  5. Play in Editor, hit the F key to print the output.

Results: The string "false" is printed

Expected: The string "true" is printed, indicating the array output by the "Get Supported Fullscreen Resolutions" node was successfully filled.
