Reproduced in 4.23.1 CL#9631420, 4.26 Main CL#11574810
1. Create third person template project.
2. Create a widget (DemoWidget) and set it up like the attached image.
3. Add a world space widget to the ThirdPersonCharacter in a place that will be easy to see while playing. Assign it a demo widget.
4. Set the blend of the world space widget to Transparent.
5. Play the default scene.
Expected: The widget blurs when the camera moves.
Result: The widget doesn't blur.
